Although one of the smallest departments Starfleet, the Chief of Strategic Operations holds one of the most important posts in the whole of Starfleet - the planning of the strategic defense of Federation space. While the Chief of Fleet Operations oversees the disposition of the fleet to tackle the large volume of missions required by Starfleet, the Office of Strategic Operations draws up Starfleet's battle plans and defensive schemes. In concert with Starfleet Security, the Office of the Chief of Strategic Operations dispatches experts to the field to brief starship captains on the strategic operations and tactics of threat species, and develops training simulations against enemy vessels. While there can be no substitute for a good starship captain and a dedicated crew, the incredible speed at which battles unfold in the 24th century makes good strategic planning a more crucial element of tactical success than ever before.

The Chief of Strategic Planning oversees Starfleet's intelligence efforts, because they are so closely related to the Chief of Strategic Operations' defensive responsibilities.
