Headquartered at Starfleet Command on Earth, the Chief of Fleet Operations manages the operation and deployment of all the vessels in Starfleet. This includes assigning starships to a particular sector or fleet, personnel assignments, and appointing starships to fulfill missions requested by other Starfleet offices.
The Chief of Fleet Operations serves as liaison between the vessels that comprise the fleet and Starfleet's various agencies. Should the Office of Research and Exploration require a starship to examine a newly discovered star, the request is passed on to Fleet Operations, which in turn coordinates the mission with the Chief-in-Command. For the most part, Fleet Operations maintains a tactical focus - it doesn't decide what the fleet's starships should do, it decides how to accomplish the missions devised by other agencies. The CFO is responsible for maintaining the preparedness of the fleet as a whole and managing Starfleet's resources efficiently. Among the CFO's most important duties is to keep accurate records on every starship and crewman in the fleet. The Fleet Operations Central Records Office makes sure every vessel undergoes its regularly scheduled maintenance cycle and every crewman remains current in his training.
